In pursuance to the Government of Himachal Pradesh, Administrative Reforms Department, Shimla Notification No: PER(AR)F(7)-2/98-Vol-I, dated: 21.01.2006, the Board has designate the following Officers as Public Information Officer, Assistant Public Information Officer and Appellate Authority at Board level for citizen to secure access to information under the control of Public authorities for promoting transparency and accountability in the working of every public authority in the Himachal Pradesh Takniki Shiksha Board.

2. INFORMATION AS REQUIRED UNDER THE PROVISION OF SECTION 4 (1)(a) IN CHAPTER II OF THE RIGHT TO INFORMATION ACT, 2005.

Introduction:
The H.P. Takniki Shiksha Board has been established by the State Government on 15.07.1986 vide H.P. Takniki Shiksha Board Act, 1986 ( Act No. 14 of 1986).
Particulars :
(i) Himachal Pradesh Takniki Shiksha Board, Dharamshala at Dari, Distt. Kangra- 176057.
Functions and duties:
(ii) This Board conducts the examinations of the following institutions in the State :
(a) Govt./ Private Polytechnics.
(b) Industrial Training institutions/ Industrial Training Centres.
(c) All India Apprenticeship Trade Test.
(d) Vocational Training Centres.
(iii) This Board also conduct the Polytechnic Admission Test every year for the admission of various diploma courses running in the Govt./ Private Polytechnics.

The powers and duties of its officers and employees. |
Powers and duties of the Chairman conferred under Section 24 of the H.P. Takniki Shiksha Board Act, 1986 :
- The Chairman shall be the administrative head of the Board. It shall be the duty of the Chairman to see that this Act and the rules and regulations framed thereunder are strictly followed and he shall have all necessary powers for this purpose.
- The Chairman may, at any time, and shall at prescribed intervals or on receipt of a requisition signed by not less than one-third of the total umber of members of the Board and stating the business to be brought before the Board, call a meeting of the Board in the prescribed manner.
- In emergency, arising out of the administrative business of the Board which, in the opinion of the Chairman requires that immediate action should be taken, the Chairman shall take such action as he deems necessary and shall thereafter report that action to the Board at its next meeting.
- The Chairman shall preside at every meeting of the Board at which he is present.
- The Chairman shall exercise such other powers as may be vested in him by the regulations.
Powers of the Chairman vested under Rule 5 of the H.P. Takniki Shiksha Board Rules, 1989:
- have the power to appoint paper-setters, moderators and examiners on the recommendations of the Examination Committee, and in any emergency, he can appoint such persons for that particulars examination and shall report the matter to the Board at its next meeting;
- have the power to appoint tabulators, scrutinisers, co-ordinators, checkers, superintendents, supervisors, invigilators for examinations and other persons connected with the conduct of the examination of the Board;
- have the power to cancel the certificates/ diplomas issued by the Board on the recommendations of the Examination Committee for any of its examinations for reasons considered valid for such cancellation;
- have the power to make appointment to Class IV employees and the consequential powers of their dismissal, removal or discharge;
- have the power to delegate all or any of the powers vested in him, to the Vice-Chairman at any time, by a order in writing, and to withdraw the powers in a similar manner;
- have the power to approve the results of examinations; and exercise such financial powers as may be conferred upon him by the regulations.
Duties and functions of the Chairman vested under Rule 6 of the H.P. Takniki Shiksha Board Rules, 1989:
- have the right to attend and speak at the meetings of all the Committees of the Board when present, he shall preside over all the meetings of the Board and its Committees; and
- implement the orders of the Board regarding the appointments, dismissal and suspension of such employees of the Board, whose appointments vest with the Board under the provisions of the Act.
Powers, duties and functions of the Vice-Chairman vested under Rule 7 of the H.P. Takniki Shiksha Board Rules, 1989:
The Vice-Chairman shall discharge such duties, perform such functions and exercise such powers as may be delegated to him by the Chairman and shall in his absence discharge all the duties, perform all functions and exercise all the powers of the Chairman.
Powers of the Secretary conferred under Section 27 of the H.P. Takniki Shiksha Board Act, 1986:-
- The Secretary shall, subject to control of the Chairman, be the Chief Executive Officer of the Board.
- All the meetings of the Board shall be convened through the Secretary in the manner provided by the regulations.
- The Secretary shall be responsible for ensuring that all moneys are expended for the purposes for which the are granted or allotted.
- The Secretary shall be responsible for keeping the minutes of all meetings of the Board.
- The Secretary shall be entitled to be present and to speak at any meeting of the Board but shall not be entitled to vote thereat.
- The Secretary shall exercise such other powers as may be laid down in the regulations.
Powers of the Secretary vested under Rule 8 of the H.P. Takniki Shiksha Board Rules, 1989:
- have the power to decide cases of admission of candidates to the examination;
- have the power to draw paybills of the staff in the Board’s Office and pay all traveling allowances and other bills in connection with the working of the Board;
- have the power to grant leave, other than special disability leave, to Class-III and Class-IV employees;
- have the power to delegate to the Deputy Secretary/Assistant Secretary, by an order in writing any of the powers vested in him and to withdraw the powers in a similar manner;
- have the power to approve migration of students;
- have the power to scrutinize all controversial cases of private candidates for permission to appear at the Board’s examination; and
- exercise such financial powers as may be conferred upon him by the regulations.
Duties and functions of the Secretary vested under Rule 9 of the H.P. Takniki Shiksha Board Rules, 1989:
- be responsible for issuing notices of all the meetings of the Board and of the Committees;
- subject to the control of the Chairman, be responsible for carrying out the decisions of the Board;
- prepare and submit to the Board, through the Finance Committee an annual statement of accounts and budget estimates, for their approval;
- be responsible for discipline and conduct of the office;
- conduct the official correspondence of the Board under the authority of the Chairman and shall also be responsible for proper maintenance of all the records of the Board;
- ensure that all fees and dues payable to the Board and all sums received by him in his capacity as such shall be deposited, without undue delay, with a scheduled bank;
- be responsible for proper printing and issue of all the examination papers and for all arrangements connected with the conduct of the examinations;
- receive and subject to the control of Examination Committee deal with, applications of the candidates for admission to the Board’s examinations;
- on behalf of the Board, issue to successful candidates, certificates/ diplomas in the prescribed form as may be approved by the Board;
- annually, in the month of April, prepare and circulate all concerned, a list of the institutions recognized for the purposes of the Board’s examinations specifying the disciplines in which recognition has been granted;
- be the in-charge of the Board’s Library.
- be the custodian of the records, common seal, funds of the Board and other properties; and
- issue notices, announcing test books approved by the Board for the examinations, if any.
Note: The financial powers of the Chairman and Secretary are annexed at ANNEXURE "A". |

The various matters pertaining to the functioning of the board are placed before the Board in the form of agenda for taking appropriate decision.
The Act also provide for the constitution of the following committees to pass recommendations to the Hon’ble Board on various matters referred to them:
- Finance Committee.
- Curriculum Committee.
- Service Committee.
- Executive Committee.
- Unfair means Committee.
- UMC Appeal Committee
- Inspection Committee.
- Examination Committee.
- Appointment Committee.
- Departmental Promotion Committee.
These Committees are constituted by the Chairman of the Board. The recommendations passed by the Committees are decided in the meetings of the Board of Directors.
- All the works of the Board Office are supervised by the Secretary and Chairman by exercising the powers conferred on them by the Act, rules, regulations and Board from time to time.
- The two Deputy Secretaries also help in the execution of the works as assigned to them by the Secretary from time to time.
- The officers/officials at levels are individually accountable for the duties/responsibilities assigned to them.

The norms and guidelines as laid down in H.P.Takniki Shiksha Board Act 196, H.P.Takniki Shiksha Board rules 1989 and H.P.Takniki Shiksha Board regulations 1993 as amended by the appropriate authority form time to time for discharging the functions of the H.P. Takniki Shiksha Board. These are notified from time to time for information of the general public and all concerned. |

The H.P. Takniki Shiksha Board is a statutory body, wholly or substiantly controlled by the Government of Himachal Pradesh. The purpose of this Board to conduct various examinations pertaining to the students of the State Polytechnics Govt. / Private, ITI’s, ITC’s, Apprenticeship & SCVT and the decisions taken by the Board of Directors in this regard are implemented in the concerned Departments/ institutions for compliance. Two members of the current Legislative Assembly are on the Board of Directors. Out of these two, one member of Legislative Assembly is also placed on the panel of members of the Finance Committee. |
